The History of the Bogor Agricultural University Library
Ms. Lily K. Somadikarta, MSc. (1958-1968)
The earliest collections originated from Departments under the Faculteit der Landbowwetenshappen and Fakulteit Diergenescunde, Universitet van Indonesie (Faculty of Agriculture and Faculty Veterinary Medicine of the University of Indonesia) when they established libraries. With the reorganization of those two Faculties under the University of Indonesia, based on the Decree of the Minister of Higher Learning Institutions and Sciences No. 91 of 1963, on 1 September 1963 Bogor Agricultural University was established. Following to the reorganization, then in 1964 the University Library of Bogor Agricultural University was establsihed. The establishment enabled the University library to divert the collections of those two Faculties, but the Department’s libraries were still managed by their respective Departments. At the beginning, the location of the University library was on the campus of Gunung Gede, and Ms. Lily K. Somadikarta, MSc. was the first Library Director of the University Library.
According to the organization structure, at the beginning, the management of the University Library was under the the Vice Rector II, Vice Rector for the Administration. Then, effective 12th March 1965 the management of the University Library was transfered into the Vice Rector I, Vice Rector for Student Affairs. Then on 13 August 1965, the Library Bureau was established, and this Bureau reported to the Vice Rector I.
Dr. R. Achmad Mukhlis, M.Sc. (1968-1979)
In the period 1970-1979, based on the Rector's Decree No. 022/1970, the adminstration of the University Library was transfered to Dr. R. Achmad Mukhlis, M.Sc. As the Library Director, who supervised the University Library and Faculty’ Libraries. However, the Departmental Libraries were managed by respective departments. At this period, according to the organization structure, as the Library Director he was assisted by the Library Experts Commission whose members consisted of professors, among others, were Prof. Dr. Ir. AM Satari and Prof. Dr. Sumardi Sastrakusumah.
Drs. Fahidin, BSc. (1979-1990)
The era of development for competence librarian at the University Library began in the period 1979-1990. Under the leadership of Drs. Fahidin, BSc., the Library recruited fresh graduates from its own University with various background studies, who were then sent to pursue their special Dual Degree Program at School of Library and Documentation, the University of Indonesia, as well as Master Degree Program on Library and Librarianships abroad. To improve the professional performance of staff with high school educational background, they were sent to pursue their higher degree at the Diploma Program on Library and Information Technology of Agriculture, Faculty of Polytechnic of BAU. Based on the Rector Decree No. 114/1979 on Depository Act for Faculty Members and Staff, under this period, the University Library started to develop a new system to deposit the scientific papers/articles written by Faculty members and staff of Bogor Agricultural University. This collections were kept in the special collection and later referred to as IPBana collection.
During his administration, on 1986 the Universtiy Library was moved to the Information Resource Center (IRC) building, Darmaga Campus. The building which was equipped with sophisticated facilities and equipment for management and production of information was funded by the Cooperation Project between Bogor Agricultural University with the University of Wisconsin (USAID). In 1986, the University Library was changed its status to be the Technical Implementation Unit (UPT), and this Unit was assisted by the consultant of the University of Wisconsin-Madison, Prof. Leroy Zweifel, for its management. Moreover, in the 1980 to 1986 period, based on the Rector's Decree No. 115/1980, the Unit Head was assisted by the Commission Library Trustees and Library Development.
The Library Computerization Program was started in 1986 by designing a Library Information System (SIMPUS) using dBaseIII Plus. To catch up with the Information System, then in 1989 the Library had changed its SIMPUS with CDS / ISIS software for its library automation program.
Drs. Jan Pieter Saragih (1990-1991)
On 1990-1991, the UPT Library was in the hand of Drs. Jan Pieter Saragih. Although he was only one year as the administrator of the Library, as he was appointed to take another post, but at this time he had successfully introduced the library catalog system. The old catalogs created using dBase III was gradually replaced by those created using CDS / ISIS. This time, he had also initiated to establish networks with non-library agencies.
Prof. Dr. Ir. Eriyatno, MSAE (1991-1993)
The modern library management system was applied during the 1991-1993. In the era of Prof. Dr. Ir. Eriyatno, MSAE, the implementation of important efforts made were: (1). The designing of Standard Operating Procedures (SOP); (2). The implementation of functional librarian systems (JFP) based on the Kepmenpan Decree No. 18 year 1988 on the JFP; (3). The development of library automation system affordable to the institutional budget; (4). Recruitment of subject matter specialists coming from Faculty members as partners of librarian; (5). Increasing the collection of "gray literature"; and (6). Planned to build infrastructure such as library lounge, bookstore and food courts to suport the library activities.
Ir Abdul Rahman Saleh, MSc. (1993-2003)
The University Library was growing rapidly in the era of Ir. Abdul Rahman Saleh, MSc, as the administrator (1993-2003). Human resources development program was intensified by providing opportunities for staff to pursue their education from the undergraduate (S1) into Master Degree (S2), assigned staff for internship / training in other libraries at home and abroad, and conducted internal training for staff to improve their knowledge on information and communication technology.
The development of "library housekeeping" system was his utmost concern, therefore, in his era, he had successfully integrated the library management system, such as the acquisition, library materials processing, OPAC, and circulation and library users records into one system SIPISIS in 1996. During which, he also introduced the "short loan" service enable library users to check out books for overnight, as well as the implementation of digital collections. In 1998, the Library begun to use its Web address.
As the legal status of Bogor Agricultural University had been changed into BHMN (State-owned Legal Entity Universities), based on the Rector Decree No. 181/K13/OT/2003 dated 6 November 2003, the Library Unit, Information Media Production Unit, IPB Press had been merged into the University Library. The change was made to enhance the Library functions, to be more innovative, dynamic and adaptive to the policy and program implementation Tridharma Higher Education. Accordingly, based on the decree of Board of Trustees (BoT) IPB No. 17/MWA-IPB/2003, on the IPB Bylaws Chapter XI of article 78, that decides as the Director of the University Library, he is automatically as an ex-officio member of the Academic Senate.
Prof. Dr. Ir. Kudang Boro Seminar, MSc. (2003-2007)
Related to the change of the University legal status, under the era of Prof.. Dr. Ir. Kudang Boro Seminar, MSc. as the Director of University Library (2003-2008) his work programs were focused on the 5 (five) target activities as follows: (1). To acquire library materials that meets the needs of academic community, especially with up-to-date and at reasonable prices; (2). To improve the library services by providing digital and virtual services; (3). To apply "open management" for the organization and management of the library, to be more accountable and honest. It was expected, that the application of accountability in the library system will lead to mutual trust and the spirit of cooperation to achieve organizational goals. In 2003 under his leadership the University Library has been attached to the Bogor Agricultural University domain, to enable users to access the library homepage.
Ir Toha Nursalam, SIP, MSi. (2007-2009)
To improve the library services, especially the digital collections with local content, under the Administration of Ir Toha Nursalam, SIP, MSI. the Library was intensifying the accumulation and digitizing process of theses and dissertation of the Bogor Agricultural University graduates produces since the 60's as well as the scientific articles of the Faculty members and staff. In order to improve the IPBana collections, he planned to revise Rector Decree No. 104 of 1979 on Depository Acts for Faculty members and staff, as ther Decree is no longer appropriate with the types and forms of scientific articles of Faculty members and staff. The revised Depository Acts was finally approved, as they are appeared in the decree of Rector No. 06/I3/PL/2010, dated May 25, 2010 on up-dated Depository Acts for Faculty members and staff of Bogor Agricultural University. The acquisition and digitization process of scientific works are still going on, and currently under the supervision of Ir. Sumarlinah, MSi.
